I’m not sure either why pepper spray is so widely used for crowd control.  I too think more training is needed. After Kent State the National Guard in New York required Guardsman to train on the techniques of crowd control.  I speak from experience.  The objective should be to dispense the crowd without harm or injury to anyone.
